What is the Wraparound philosophy and practice?

Wraparound is a philosophy and practice of care that is based on the strengths of the child/youth and family. It is family-centered, needs-driven, individualized, and culturally appropriate. Children's Mental Health Services has integrated the Wraparound philosophy throughout its service delivery system.
The Wraparound philosophy and practice is based on the following principles:

  • Strength-based: Focus is on assets rather than deficits.
  • Unconditional care: Services are changed to meet the changing needs of the child and family.
  • Normalization: Plans are focused on what is normal within the family, community and culture.
  • Owned by the parent: The parent is an integral part of the team and has ownership of the plan.
  • Individualized: Services are created to meet the unique needs of the child and family.
  • Needs-driven: Services are not based on a pre-set "menu" of what is available. Services are a combination of existing or modified services, newly created services, informal supports and community resources.
  • Community-based: Services are provided in the community as much as possible.
  • Culturally competent: Services are tailored to the unique values and cultural needs of the child, family and culture that the family identifies with.
  • Comprehensive: Planning and services are comprehensive, addressing the needs in three or more life domain areas.
  • Crisis plan: Each family develops a crisis plan with their team.
  • Outcome measures: These are identified and the plan is evaluated systematically and often.

AXIS I Diagnosis Severely Emotionally Disturbed and meets Medi-Cal criteria for medical necessity 5-21 years old transition to a lower level of care from a group home or at risk of being placed in a group home
Funding: Medi-Cal or SB 163

What do these Wraparound programs do?

For each family in a Wraparound program, a team is developed that includes formal and informal supports identified by the family. Services are designed in a creative and flexible manner to meet the needs of the families.

What is the Children's System of Care (CSOC) Training Academy?

The Children’s System of Care Training Academy was established by design as a primary CSOC reform strategy. The purpose of the Academy initially focused on Wraparound practice but has since extended to standardize the implementation of CSOC values and principles at the policy, program and practice levels. Elements of the training through the Academy are also a requirement for SB163 funding. The Academy provides several modules that were prioritized by the CSOC stakeholders. The Training for Trainer (TFT) Program was developed to build local training infrastructure to meet the local demand for training. Consistent with System of Care values, trainings are done in partnership with professionals and family/youth. The Children's System of Care Training Academy has received local, state and federal recognition.

Participants include: family members, youth, family representatives, mental health case managers, probation officers, social workers, teachers, clinicians, preachers, community representatives, and others.
