SB 1526, as amended, Committee on Business, Professions and Economic Development. Consumer affairs. (1) Existing law establishes the Department of Consumer Affairs in the Business, Consumer Services, and Housing Agency. Existing law establishes various entities within the department for the licensure, regulation, and discipline of various professions and vocations.Existing law establishes the Professions and Vocations Fund in the State Treasury, which consists of specified special funds and accounts. Other existing law, the Naturopathic Doctors Act, establishes the Naturopathic Doctor’s Fund in the State Treasury.This bill would include the Naturopathic Doctor’s Fund in those special funds and accounts in the Professions and Vocations Fund.(2) Existing law, the Dental Practice Act, provides for the licensure and regulation of dental hygienists by the Dental Hygiene Board of California. Existing law defines “dental hygiene board” to mean the Dental Hygiene Board of California and “dental board” to mean the Dental Board of California.This bill would correct references to these boards.(3) Existing law, the Speech-Language Pathologists and Audiologists and Hearing Aid Dispensers Licensure Act, provides for the licensure and regulation by the Speech-Language Pathology and Audiology and Hearing Aid Dispensers Board of, among others, speech-language pathology assistants, hearing aid dispensers, and dispensing audiologists.Existing law requires a person applying for approval as a speech-language pathology assistant to have graduated from a speech-language pathology assistant associate of arts degree program, or equivalent course of study, approved by the board.This bill would require graduation from a speech-language pathology assistant associate degree program, or equivalent course of study, approved by the board.Existing law, as it relates to hearing aid dispensers and dispensing audiologists, refers to a “hearing aid dispenser’s license.”This bill would instead refer to a “hearing aid dispenser license.”(4) Existing law, the Nursing Practice Act, establishes the Board of Registered Nursing to license and regulate the practice of nursing.Existing law requires an applicant for licensure as a registered nurse to comply with prescribed requirements, including a requirement to have successfully completed the courses of instruction prescribed by the board for licensure, in a program in this state accredited by the board for training registered nurses, or to have successfully completed courses of instruction in a school of nursing outside of this state that, in the opinion of the board at the time the application is filed, are equivalent to the minimum requirements of the board for licensure established for an accredited program in this state.This bill would replace references to an “accredited program” with “approved program.”Existing law prohibits an individual from holding themselves out as a public health nurse or using a title that includes the term “public health nurse” unless that individual is in possession of a valid California public health nurse certificate. Existing law establishes minimum and maximum amounts for a fee for an evaluation of qualifications to use the title “public health nurse,” a fee for an application for renewal of the certificate to practice as a public health nurse, and a penalty fee for failure to renew a certificate to practice as a public health nurse within the prescribed time.This bill would delete the minimum amounts for those public health nurse fees.(5) Existing law, the Physician Assistant Practice Act, provides for the licensure and regulation of physician assistants by the Physician Assistant Board.This bill would make nonsubstantive changes in that act.(6) Existing law, the Naturopathic Doctors Act, establishes the California Board of Naturopathic Medicine.
