An emergency preparedness program for citizens to learn how to protect themselves, their families and neighbors and neighborhood in an emergency situation. Citizens learn how to manage utilities and put out small fires, how to open airways, control bleeding, treat for shock, provide medical aid, search for and rescue victims safely, organize themselves and spontaneous volunteers to be effective and collect disaster intelligence to support first responder effort.
