Provides non-emergency financial assistance with past due utility bills to low-income individuals and families through the Home Energy Assistance Program (HEAP). The amount of assistance ranges from $217 to $361. The average waiting period for a check is 10 to 12 weeks. Client must continue to pay their energy bills since HEAP only covers current energy bills. Assistance with propane bills when funds are available on a limited basis.   • Eligibility Requirements:Must meet the following guidelines: 1. Ages 18 years and older. 2. Must be a legal US resident and have a valid Social Security Number. 3. May only receive assistance once every 12 months (payment must be cleared before client is eligible to re-apply), regardless of amount. 4. Must provide income information for everyone in the household, and total gross income may not exceed poverty income guidelines. 2019 Monthly Utility Income Guidelines by family size: 1 / $2,170.74 2 / $2,838.66 3 / $3,506.58 4 / $4,174.50 5 / $4,842.42 6 / $5,510.34 7 / $5,635.58 8 / $5,760.81 9 / $5,886.05 10 / $6,011.28 If bill is over $1,000, HEAP will not assist client. Advise caller to contact SDG&E to set up payment plan.. Proof of identification;Proof of Income;Proof of Residency;SS Card;State ID;Utility Bills. Only clients who are able to provide all required documents will be assisted, NO follow-up appointments will be issued. 1. Proof of income for all household members 18 and older for the last 30 days (pay stubs, award letters, etc) 2. Household members without income must be present for walk-in appointment to sing an affidavit. 3. Proof of any assistance i.e. food stamps, cash aid,wic, etc. (if applicable) 4. ID and Social Security card (Hard Copy) (applicant only) 5. Complete copy of your current SDG&E bill (all pages) 6. A notarized power of attorney (if a family member or household member) is attending on behalf of the account owner. Anyone can mail in a request to get an application by mail.

just based on the time period of 10 to 12 weeks it is of no use at all, come on San Diego you have to do a better job .you board of directors need to think on that every time they turn on a light. some of us can not. shame shame .
