A government lifeline program that provides a free cell phone with unlimited monthly minutes to qualified households. Discounts help consumers lower the cost of their phone bills. Only one discount per household is allowed (except for teletypewriter users and for Deaf and Disabled Telecommunications Program participants). Call a participating phone company and ask for the California LifeLine discounts to start the application process.

  • Eligibility Requirements:There are two ways to qualify for the program. Program-based if an individual receives on one of the following programs: 1. Medicaid/Medi-Cal 2. Low Income Home Energy Assistance Program (LIHEAP) 3. Supplemental Security Income (SSI) 4. Federal Public Housing Assistance or Section 8 5. CalFresh, Food Stamps or Supplemental Nutrition Assistance Program (SNAP) 6. Women, Infants and Children Program (WIC) 7. National School Lunch Program (NSLP) 8. Temporary Assistance for Needy Families (TANF) or Tribal TANF 9. California Work Opportunity and Responsibility to Kids (CalWORKs) 10. Stanislaus County Work Opportunity and Responsibility to Kids (StanWORKs) 11. Welfare-to-Work (WTW) 12. Greater Avenues for Independence (GAIN) 14. Bureau of Indian Affairs General Assistance 15. Head Start Income Eligible (Tribal Only) 16. Food Distribution Program on Indian Reservations 17. Federal Veterans and Survivors Pension Benefit Program Income-Based if household's total annual gross income is at or less than these annual income limits: Members in Household/Annual income from 6/1/19 to 5/31/20 1-2 / $27,500 3 / $31,900 4 / $38,800 For each additional member add $6,900 annually.
